Vagabond's "Executive Club Lounge" is basically a roped off space comprised of the hotel's Whiskey Library & Jazz Club and the dining area where Elites are served breakfast. So evening cocktails is very much a drinks in a bar affair. Back in the day, the 4-7pm free flow featured top-shelf spirits (with Fever Tree mixers) and some quite nice wines, but the booze was downgraded after the merger and I wouldn't have super high expectations for 2024, especially with the hotel charging lower rates (not inflation adjusted, actually less) than when they opened nearly a decade ago.
Another option to consider is 4PbS. No lounge but elites are given something like 3-4 coupons for the lobby bar during a set time (around 5/6pm-ish) and the spirit pours are said to be quite generous.
