generally speaking, most all flights I am on in the pointy section, the FA will allow you to have the seat *slightly* reclined for taxi, takeoff, and landing maybe 50% of the time. the rest of the time the rules are strictly enforced. I have never seen glass or china items not collected for landing. This is after hundreds of flights.
