This seems to be better for safety than what I have inferred on AA flights where the seat belt sign is on when there is no reason for it and therefore passengers just completely ignoring it and going around the cabin regardless

Crying wolf on turbulence isn't imo a good approach
In general all US airlines do this, maybe because they're worried about litigation. Almost all other airlines I've flown in the world only use the sign during takeoff, landing, and actual turbulence, but US airlines generally have the seatbelt on for 80% of the flight regardless.
