Targeting? Sure. But individuals could also make one with the property. I know typically long term individual stays negotiate a set rate via a contract.
It clearly says: “Book group stay by: 8/31/2024”
Your mission, should you choose to accept it, is to contact the property and try to book a group stay for a group of one and see if you get these benefits
My guess is they don’t want an individual staying 30 nights in a single room, because they can’t recoup the extra benefits given to the planner by selling waaaay overpriced urns of coffee and brownies/cookies for the event rooms if you just book a single room.
