There is a big difference between a recommendation to keep seat belts on whilst seated versus keeping the seat belt sign illuminated and inhibiting people from moving around and going to the toiler when there is no turbulence
Most airlines that I use , turn the seat belt sign off soon after take off and only put it back on when there is turbulence - they still recommend keeping it on regardless and do address people moving around when the sign is on
This seems to be better for safety than what I have inferred on AA flights where the seat belt sign is on when there is no reason for it and therefore passengers just completely ignoring it and going around the cabin regardless
Crying wolf on turbulence isn't imo a good approach
