Good to see you back again Globaliser.

The way I would explain it is that fare buckets are attached to multiple fare bases, but it's the fare basis that matters more than the fare bucket, that holds the change conditions and fare recalculation rules. Staying in the same bucket may help a bit to keep costs similar but even that is far from guaranteed.
