Yep, as OCI I was required to give an Indian address and submit proof of it.

This is not like GE, the approval is already issued after you submit all the paperwork. You only have to register the biometrics. In GE the approval is only issued after the 'interview' which also captures biometrics, if they don't have it already in their system from previous encounters or because you are a US citizen and provided your picture during the passport application.
