I would agree that would have been nice to have more clarity throughout the Regulation, but the EC doesn't believe in writing clear regulations and likes to leave things nice and vague.

I wonder whether it was deliberately done like that in order to provide plenty of work for lawyers? Maybe it is a job creation scheme in disguise
