Travel plans can change. One can find that a checked bag is needed after having booked an HBO fare. Or the bag is needed only for one direction of a return ticket.
Not on BA, but it happened to me a couple of times to book HBO and then add a bag.
Personally I prefer the IB/AY model where even if you book HBO you can still check a bag if you are OWS or OWE.
OT - I've just realized that when AZ moves to *A I'll loose the ability to book HBO and check a bag anyway
