In continental Europe many countries have differentiated drinking ages, e.g., 14 for beer, 16 for wine, 18 for liquor. Lounge access could apply the 18 years age limit given that liquor is available. On board, most airlines would serve beer/wine to 16/17 year olds, since this is also legal.
