Cunard certainly has class segregation (re: access to various areas) largely depending on whether you are in "grill" class or not.
In fact, Cunard originated the concept of separate dining rooms.
And yes, it is absolutely fair. If you want access, you can pay for it. These days, it's primarily the low-end (like Carnival) or high-end (like Silversea) that give everyone free run of the ship. In any event, you pay for what you get.
