In fact, Cunard originated the concept of separate dining rooms.

And yes, it is absolutely fair. If you want access, you can pay for it. These days, it's primarily the low-end (like Carnival) or high-end (like Silversea) that give everyone free run of the ship. In any event, you pay for what you get.
