Deciding on hotels for my upcoming trip and I'm seeing conflicting information in this thread (from the GHA Insider no less), so some clarifications would be much appreciated:

1. Do FHR qualify or not for Discovery benefits? Earlier in the thread FHR was said to be qualifying, then later on there seems to be a walkback and FHR became a huge YMMV thing that depends on specific brands and properties. I am specifically interested in the Capella Bangkok. Would booking Capella BKK with FHR be a GHA Discovery benefit qualifying rate?

2. For the current Double D$ promo for Capella hotels, what is the base earning rate? Is it 4% that a regular member earns (e.g. double dollar would be 8% for regular members, or 7% + 4% for Titanium), or is it whatever your tier earns (e.g. Titanium base rate would be 7%, hence double would be 14%)?
