As long as UA (and tbh other airlines) allow and empower this type of behavior by the FA's it will continue to happen. When you believe you can make up your own rules based on how you feel -- and are allowed and supported by your team & flight crew to do it -- we shouldn't be surprised when it continues and escalates.

I hope there is some punishment / retraining / acknowledgement of wrong doing for this incident -- perhaps then the FA's will ratchet back the aggressiveness. When a passenger acts out and it costs UA money they can bill the passenger -- what happens when the crew is wrong?
