Where did you see that? It doesn't mention that for the Amex Prepaid Debit Account as well and I can assure you it allows external bank transfer. The Visa Bank account is a bank account as long as it has an account number and routing number. If you have the choice of Amex Prepaid and Visa Bank account, go with the Visa Bank account since you have the debit function.
