I actually agree with their assessment here... though I am struggling with Hertz being rated more favorable than Avis/Budget. I'd expect Hertz and Avis/Budget to all have similarly poor ratings.

I am surprised the spread between Dollar and Thrifty but when your scores are already that low maybe the spread doesn't matter.
