Unfortunately the Lufthansa agent was less than helpful and could only tell me it's Condor's responsibility, and wouldn't even give me the tracking information that I can see online from the Star Alliance website. Not quite sure how to escalate this, if I still don't hear back from Condor in a few days, I guess I'll file a complaint with the Department of Transportation?
The last carrier is responsible even though it is down to poor baggage handling at FRA, yes DoT is the way to complain
