Does Bank of America have a problem with the Amex Serve being used as an external payment account? Or perhaps it's Serve that doesn't allow itself being used as such? Did you use Serve to bill pay your BOA account?
I don't have BOA, but I do use Serve to bill pay my Chase, Citi and Amex cards when necessary. However, the payment is a push to those banks.
I do not have any account "pull" money from Serve. I don't wish them to have access to my account.
