I don't think it's a stopover. I'm guessing it was booked as two award tickets, one TPE-DOH and one DOH-LAX. The math adds up, as TPE-DOH is 50k in F or J/F, and DOH-LAX is 70k using partner airlines. Either way, you'll 100% be able to pick up your luggage in DOH.
