I forgot to mention, Article 3 of the Treaty of Waitangi holds that all Maori are UK citizens.

So no Global Entry / TSA Pre for Pakeha unless they have a UK passport, but all Maori are eligible!

That means around 1.6 million New Zealanders are theoretically eligible for Global Entry / TSA Pre, although I sincerely doubt that anyone cares enough to launch the legal action which would see Maori people regain their unlawfully removed British nationality.

On a serious note, if ever the Australian and NZ governments introduce Trusted Traveller Programs that would properly open the door to reciprocal access to Global Entry / TSA Pre, which would be terrific.
