Adding Capital One cards to mobile wallet when overseas.

Was trying to add my Savor One card to both Samsung Pay and Google Pay. For Samsung Pay it was added, but then when I was trying to verify it via their mobile app, every time it said "We hit a snag, please try again later.
With Google pay, there is process to add it to Google pay to pay online, but not to the phone. Every time it just said: "You added too many cards, the process can't be completed". The card was previously added to both Samsung and Google Pay.
I called Capital One support, they say you can't add your card, when overseas, only when you will be back to US. There is no other method to add a card to mobile wallet, only using mobile app verification.
Capital One are such an idiots!
PS. Connecting with VPN helped. Idiots anyway. You can't add a card to a wallet without using their app.
