As others have said this really has nothing to do with Concur, but rather your company's and/or corporate travel agent's policies and agreements with AA.
The bottom line is, you should not expect to be able to use that flight credit, unless explicitly given permission by your employer.
(Unless you paid for it out of your own pocket and did not submit it for reimbursement.)
