I disagree, the "Aeroplan Program" is the program and there's a wide range of ways to acquire points within the program, as featured on Air Canada's website, where the link to purchase points is directly linked from the "earn" page. "Points converted from other programs" are clearly referencing transferable points from other banks.
That said, it all depends on your risk tolerance with poking the Chase bear here.
