According to my mom, who is by no means an expert, she isn't given the option to refuse the wheelchair. This might be, at least in part, due to a value judgement by the handlers though (i.e pushing her is more efficient than allowing her to move on her own at her normal pace).

I booked mom on ANA. From CGK it was the old cradle seat, but she's ok w that on the morning flight. Pax assistance at CGK was great. She has an escort meeting her, took her to the lounge, picked her up and walked her to the plane and handed off to the FA. At HDN - there is a young kid picking her up, took her to the lounge, and another young staffer picked her up and escort her all the way. Only at SEA, where the escort insisted that she sat on wheelchair, and took her all the way to the International arrival area.
To book the service, I called the ANA customer svc number and got her reservation noted as needing elderly pax assistance and that was that. Pretty painless overall.
