Seems to be a thing with rental companies now. Hertz recently charged another driver for a traffic ticket before they even picked up the car as well, as reported in another thread and it took them multiple attempts and jumping through hoops and even it being picked up by bloggers before it got resolved.

Not sure who/how to escalate in Avis since their 'customer service' is about as useless as Hertz.
