"Reserve first, pay later. Most rental companies now offer at least two prices for any given car: A “pay later” price and a discount for paying in full when booking. But the discount, which the rental companies advertise as saving 5 to 35 percent, probably isn’t worth the flexibility and opportunity cost you’re giving up. Rental prices fluctuate frequently, and waiting to pay lets you take advantage if you find a better deal later.
"To increase your odds of doing so, consider tracking your reservation using a site like Autoslash.com or by creating a price alert on Kayak.com. Once you make your booking, enter your rental car company and reservation number and the sites scan the web for better deals and alert you if it finds one."
