Why does everyone react as if it is imperative that (insert airline name here) must never find itself in a situation where it becomes liable under the reg to its customers?

The lesson from this is not that (insert airline name here) must have standby staff always on call at every outstation. The lesson is that (insert airline name here) must not use staff illness as an excuse to deny the passengers thus affected their rights under the Regulation.
