That's the issue - they won't do it and workers know it, so they get away with it. Have this happen a few times and show that you actually have the guts to follow through, and people might stop pulling crap like this. Also, fire the vendor that can't manage their workforce properly - they start losing major contracts and they'll correct this real fast.
