there is no reason why Y to J will go away if they make premium economy a stand alone upgrade. after all you can upgrade from j to f and y to j and y to f as it stands now.
I'm sure there is a segment of pax who would think an upgrade to premium economy would be worth it, who are unwilling to pop for j.
