DOT rules call for the first marketing carrier to set the bag allowance rules, not the ticketing carrier. Is the first fight native ANA or booked as a codeshare?
The DOT does require the ticketing carrier to properly report the allowance to the traveler.
Does the traveler have status? If yes, who?
The Asia original airport is important detail.
The in-cabin allowance will be based on ANA rules.
Do not plan on a deviation from the rules.
