I think there is some sort of outage that will be fixed. I mostly got fast pickup on the phone today but also mostly answered by the bot.

Free changes are mostly available in the app, but some of them are not. After checking all my near-term trips (most of which had minor changes) I can't discern any pattern in which are still changeable online. That's why I suspect some sort of database corruption and partial recovery.
