Not necessarily. It’s D1, ATL has about 35 daily flights equipped with D1 whereas JFK has 55 (including the LAX/SFO transcons). Also, the JFK one is really only crowded between 4 and 7pm during the peak summer season; it’s really quite calm during the other hours…
