In the first row of economy class after business class, there are only 2 seats on each side (2-3-2). This only occurs on row 16 and does not occur on the bulkhead in row 30.
They don't block them, they don't exist.
This is true for row 16. But the issue of 17B and 17J behind those row 16 seat pairs being blocked has come up several times. Here's a screenshot from expertflyer:
