Were you also traveling or only the other passenger?
Maybe they want to have everyone present to reduce the chance of someone selling their services as an F9 travel arranger and charging a fee for purchasing tickets in person. I can see why they would want to see IDs to reduce typographical errors. Or they just want to make it more difficult to avoid the CIC.
This seems highly variable. Stations may just be making up their own rules. I would definitely complain.
