The core principle behind EC261 is that the operating carrier is ultimately responsible for providing the ticketed service. I can't really see how it can work any other way. There are some scenarios where codesharing can create an end-to-end responsibility, but this does not appear to be one such case. BA doesn't fly anywhere close to RDU, unfortunately, but using BA as a carrier, as opposed to a ticket agency, does bring advantages over AA.
