Not
quite, but not far off. It applies to any carrier (including US carriers) on flights departing from the UK or EU. And to all EU/UK based carriers on flights arriving in to EU/UK. So unfortunately your situation (a flight operated by a US carrier originating outside of the EU or UK) is not in scope.
