All hotel chains have now monetized early check-in and late check-out, of course if there is availability. The free part of this coming with program status is usually applied with a status differentiation. It means that a Platinum or Diamond member will most of the time obtain more than Silver. But this is never 100% true. Believe me, I have been Platinum, then Diamond since the beginning of Accor programme and I am often struggling to obtain 4pm (from regular time being 12). Even if I believe Accor has given guidance (like 4pm for Plat/Diamond), Accor definitely let the hotels decide because they are the only one who knows the actual booking and what kind of flexibility they have to grant early arrival or late departure.
In your case (Silver member), they already granted you 2 free extra hours (from 11 am to 1 pm), and IMHO they did the job here. Of course, I find not acceptable that the regular check-out time is 11 instead of 12, but that’s another topic.
