CI elites from Emerald up usually can continue to wait list or call to get upgrade or award seats released till days of flight departure. If it’s not very full they will usually get the seats. Upgrades are typically easier than award tickets.
Therefore, till days of departure there probably won’t be many, if any Business award seats left for partners.
