They don't allow power banks over a certain number of watt hours to be carried aboard. The limit used to be 100 watt-hours and perhaps it still is. The China Airlines web site claims the limit is "Any device that contained with lithium battery over 160Wh is prohibited abroad the plane. (Except lithium battery-powered wheelchairs/mbility aids)"
