I don’t have a dog in this fight, but “customers located by the window” could very well be interpreted as the two seats adjacent to each window, as opposed to the three seats in the center section of the aircraft. Also, the fact that there are two seats and two bins could easily lead to the conclusion that each seat is associated with one bin.

After all, the material chose to use the phrase “customers located by the window,” instead of the more commonly used phrase “window seats.”
