I'm not sure there's any US airport that's more difficult than LAX once you exit the passenger terminal. Hotel shuttle, rental cars, uber, public transit system - you name it, it sucks.
However, If HR LAX operated its own shuttle, the shuttle service would probably be less frequent and some passengers would need to spend additional time at the airport before a departure.
