The sharing of the shuttle with the parking lot is a deliberate cost-saving choice by property management. It can definitely cause problems. Unfortunately, it's not an uncommon arrangement at LAX, though it seems to cause more problems here than at other properties.
I'm not sure there's any US airport that's more difficult than LAX once you exit the passenger terminal. Hotel shuttle, rental cars, uber, public transit system - you name it, it sucks.
However, If HR LAX operated its own shuttle, the shuttle service would probably be less frequent and some passengers would need to spend additional time at the airport before a departure.
