I've never seen the shoulder harnesses, but come to think of it, I have seen the airbags in bulkhead seats and in "pod" style F/J seats. In both cases those are so that you don't smash your face on a hard wall in a crash landing. They aren't necessary in a traditional airline seat where you can assume a brace position for a crash landing, and the seat in front of you will have some "give".
