I did ask whether there is a new policy with regards to time limit. There still isn't any.
When a phone rep changes your reservation that has a free online change flag, any change they make will cause the online flag to completely disappear. But that does not mean the right to a free change disappeared. If this is your first free change, you still have one free change on the phone even though the online option is gone. Today's unfortunate development makes it less convenient and you might end up overpaying online because you forgot that there is a free change.
