As you booked through your TA you would need to get your TA to book the seats, particularly if you have to pay for them.
BA cannot charge you as it is technically not 'their' PNR to manage or charge via. You would also get the same response if calling BA direct.
Imwas unable to assign seats on a travel agent booking as the tickets hadn’t been issued. BA were able to do it for me. Silver booked in F on BA and J on AA. Travel agent couldn’t/wouldn’t book seats so BA and AA assigned them for me.
