Anybody can view the upgrade list at any time for a flight they are booked on, though passengers won't be visible on that list until they are checked in. If you have an upcoming itinerary, tap on it in the Delta app and then tap "Upgrade/Standby List" just below the seat assignment. At a minimum it will show number of seats remaining in each class of service, but as people check in for the flight they will appear on the list. As mentioned upthread, this can happen days prior to the instant flight, particularly for a passenger on a longhaul international itinerary connecting to a short domestic segment.
