Yes it’s always separately listed and is technically discretionary, though it’s very rare for anyone to ask for it to be taken off.

Personally, while I’d much rather the whole concept of tipping/service charges disappeared altogether, I definitely prefer the current London practice where we all know a set amount is added and don’t have to think about it, versus having to deliberate at the end of the meal about what if anything to leave.
