Yes. Canadians also can apply for NEXUS which also gives TSA Pre✔ (ok there aren't so many of us). I was disappointed when flying Air NZ out of LAX once to find that they didn't have it. Despite the TSA press release saying Americans only, it is probably Global Entry and NEXUS even when flying on Air NZ.
