I would be very skeptical of staying/building on a former military base. I know from prior service experience that even the US Army regularly dumped things on post. I can't imagine what the pollution from a former Soviet military base would be like. I've also read it was a former chemical weapons plant. Enough red flags to probably give this a pass.
