More recently this has changed. I have never seen the amount of AF/KLM space available on VS as has shown up recently. I called this weekend to book two J seats that showed up online and got a very competent VS agent. She could not after trying several different ways book my first choice of flight and date. She mentioned some email had gone out saying that some AF/KLM bookings that showed up for them were actually not bookable and made reference to an upcoming fix. Anyway I, as I usually do, had some back up dates/flights and she was able to book my second choice of flight no problem.

If you look around in other forums such as Reddit award travel and some blogs you will see a number of them are reporting issues with phoning in to book. I will also note that right now the CSR you get can make a difference so hanging up and calling again might work. I will also say if you want to fly to Europe in the next 11 months I'd take advantage of this award space (even if some is phantom) while it is still around. One blogger was able to book 8 J seats on one flight. That is not normal and I wouldn't expect it to last.
