I wouldn’t say the vast majority but rather everything.

The notable exceptions are:

- In certain cafes/food shops where VAT is charged on some items only if you eat in but not if you takeaway. In that case both prices will be listed and you’ll be asked which you’re doing. Note - many stores even out the difference, it varies between retailers.

- In shops that are aimed at trade, like tool centres, which may lead with ex-VAT prices.

Basically as a tourist you will never see a standalone price that is exclusive of tax.
