What would be your criterion exactly? Passengers who have access to the CCR are supposed to be the most valuable to BA for a whole range of reasons. There is really no case to make some of them feel unwanted, unimportant, or treated like second class citizens. The Chelsea situation you describe was incredibly crass and unacceptable and has led to lots of - justified - complaints. Replicating it voluntarily in the CCR would be even more wrong.
